Half a Century of UEFA and FIFA Membership
MALTA’S ADMINISTRATIVE IMPACT ON THE INTERNATIONAL SCENE – EXTRAORDINARY
 
When assessing the administrative impact the Malta FA has had on the international stage since the association joined FIFA and UEFA as a member 50 years ago, one can easily conclude that Malta’s contribution has been inversely proportional, given the size of the country and the attendant consideration of limited resources.
 
Past MFA officials have occupied posts at FIFA and particularly at UEFA levels, some of which of an important administrative nature.
 
One can mention Dr Giuseppe Mifsud Bonnici, a former MFA President, who was a member of the UEFA Control and Disciplinary Committee and was also assigned duties on the FIFA Appeals Committee. His Excellency Dr George Abela the Maltese Association’s President from 1982 to 1992 and now the President of the Republic, served as a member of UEFA’s Youth Committee and the Appeals Committee. Joe Sacco, MFA General Secretary for 17 years until 2000, besides having served UEFA as a member of its Fair Play Committee and later on its Fair Play Panel, was awarded the UEFA Order of Merit in Ruby.

This trend has continued with current MFA officials, namely Dr Joe Mifsud, President, Carmel Bartolo, Senior Vice-President, Ludovico Micallef , Vice President, Joe Gauci, General Secretary and Alex Manfre, Treasurer, who are all members of UEFA Boards or Committees. There were other Maltese who gave and are still giving a contribution by acting as official match delegates and/or referees observers during international competitive matches.
 
Pride of place naturally goes to Dr Mifsud, who currently occupies the prestigious post of one of UEFA’s Vice-Presidents and is one of the most long-serving officials on the Executive Committee after having been elected in 1994. During this time Dr Mifsud has chaired the UEFA Legal Committee, the Referees Committee and the Player Status , Transfer and Agents and Match Agents Committee. At present he chairs the Stadium and Security Committee and is the Vice-Chairman of the Players Status and Agents and Match Agents Committee while also being a member of the Professional Football, Strategy Council.

Neither can one overlook the fact that Dr Mifsud was also the first Maltese to be elected on the FIFA Executive Committee from 1998 to 2000 after he had served the World Body as a member of its Appeals Committee. All this besides the duties he performed as FIFA’s and UEFA’s official delegate in a number of international matches or as Presidential Delegate in several UEFA matches. Dr Mifsud’s knowhow also came in good stead when serving both organisations on many missions to different national associations around the world that were experiencing problems.
 
Indeed, an impressive portfolio which has done Malta proud.      
 
Undoubtedly, this impact on the global administrative scenario from such a small country as Malta has been nothing short of extraordinary.
